The agreement includes an increase in Pentagon spending to $886.3 billion and it will hold nondefense funding at $772.7 billion, the Times reported. It will include $69 billion that was agreed upon in a deal between McCarthy and the White House. The deal that was reached was a $1.66 trillion agreement to finance the federal government in 2024, The Washington Post reported.
Trump Slows Campaign Spending as He Tries to Close Cash Gap With Biden
Johnson would then likely have to bring the bill up through a streamlined process requiring two-thirds support to pass. In a letter to colleagues, House Speaker Mike Johnson said Sunday the agreement would secure $16 billion in additional spending cuts from the previous agreement brokered by then-Speaker Kevin McCarthy and President Joe Biden and is about $30 billion less than what the Senate was considering. If those numbers sound familiar, they are similar to the amounts approved by the Senate Appropriations Committee in the debt ceiling agreement. “Throughout the negotiations, Democrats fought hard to protect against cuts to housing and nutrition programs, and keep out harmful provisions that would further restrict access to women’s health, or roll back the progress we’ve made to fight climate change,” Schumer, D-N.Y., said in support of the legislation. Overall, this year’s spending bills would keep non-defense spending relatively flat with last year’s bill, despite the rise in inflation, and some $70 billion less than what President Joe Biden originally sought.
House and Senate leaders agree on $1.66 trillion spending limit. Will Congress manage to avoid a government shutdown?
The most conservative House Republicans opposed the earlier debt ceiling agreement and even brought House proceedings to a halt for a few days to show their displeasure. Many were surely wanting additional concessions, but Democrats have been insistent on abiding by debt ceiling spending caps, leaving Johnson in a difficult spot. In a letter to his Republican colleagues, Speaker Johnson advised that he had secured some concessions—including an additional $10 billion in cuts to the IRS mandatory funding for a total of $20 billion. Those cuts came from the nearly $80 billion promised to the IRS in the Inflation Reduction Act. Those amounts had already been agreed upon, but the cuts would come over two fiscal years. Johnson conceded the spending levels "will not satisfy everyone and they do not cut as much spending as many of us would like," but he said the agreement puts Congress on a path to fight for more policy riders and spending cuts going forward.

Utah Rep. Celeste Maloy, a member of Utah’s all-Republican congressional delegation, spoke to the Deseret News on Thursday about the importance of deciding on a topline spending number. She said she is grateful Johnson prioritized budget talks over the December recess so Congress has time to hammer out a final deal in coming days. The House speaker said Congress “must move quickly” to finish the appropriations process, which requires the support of both Republicans and Democrats, but hardline conservatives are pushing back as the two funding deadlines — Jan. 19 and Feb. 2 — to avoid a shutdown are fast approaching. The speaker said the agreement slashes the Senate’s proposed appropriations by $30 billion, noting that the numbers fall in line with the spending caps set by the Fiscal Responsibility Act of 2023, negotiated by President Joe Biden and former House Speaker Kevin McCarthy, R-Calif., when suspending the debt ceiling.
US Congress leaders reach $1.66tn spending deal ahead of feared shutdown
After months of negotiations, House and Senate leaders reached an agreement Sunday on total spending levels to fund the government in 2024. Given that the measure is the last must-pass bill before the holidays and the end of the 117th Congress, lawmakers shoved dozens of separate funding and legislative priorities into the package. The compromise offered Democrats a final opportunity to set the federal budget while they still control both chambers of Congress. The bill, which funds the government through the end of September, substantially increases spending and provides $858 billion in military funding and more than $772 billion for domestic programs.

House and Senate negotiators reach agreement to prevent shutdown.
WASHINGTON (AP) — President Joe Biden and congressional leaders announced Tuesday that they have reached an agreement on this fiscal year’s final set of spending bills. Now, the question is how fast lawmakers can get the bills passed to avoid a partial government shutdown. In a joint statement, congressional leaders of both parties confirmed that the House and the Senate would vote this week on a short-term funding bill to allow lawmakers more time to finalize full-year appropriations bills. The leaders said that negotiators have already reached a deal on six full-year spending bills, and the remaining six bills are expected to be finalized before 22 March. Under the United States budget process established in 1921, the US government is funded by twelve appropriations bills that are formed as a response to the presidential budget request submitted to Congress in the first few months of the previous calendar year. The various legislators in the two chambers of Congress negotiate over the precise details of the various appropriations bills.

US Congress leaders reach deal on FY24 spending bills, averting government shutdown.
Still, some of the more conservative members of the House GOP have been critical of the spending bills, and many voted against the short-term extension Congress passed last week that avoided a shutdown and allowed negotiations to continue. Earlier this year, Johnson and Senate Majority Leader Chuck Schumer announced an agreement on the top-line spending levels for this year’s discretionary spending, which comes to more than $1.6 trillion. But that agreement didn’t address potential policy mandates placed within the bills. Before the agreement among congressional leaders, the caucus in a press release said it was “extremely troubled that House Republicans” were even considering such a deal that would allow Democrats to spend more than the cap limits allow. The Senate voted Thursday night to pass a $1.5 trillion omnibus bill that will fund federal government agencies for the remainder of Fiscal Year 2022, following in the footsteps of the House, which passed the measure the previous evening.
To win the Republican votes needed for the measure to pass the Senate, Democrats agreed to a higher overall increase for military and defense programs compared with the health care, education and veterans affairs policies they champion. WASHINGTON — The Senate approved a $1.7 trillion government funding bill on Thursday, sending the legislation to the House, where it is expected to pass in time to beat a Friday night deadline to avert a partial federal government shutdown. Hard-right Republican lawmakers have voiced frustration with the short-term funding measures, but ongoing disagreements over some proposals in the appropriations bills have complicated talks over the full-year bills.
Both chambers of Congress approved the measure despite its 2,741 pages of text having only been finalized and released on Wednesday. The legislation also contains $44.9 billion in military, humanitarian and economic aid for Ukraine. The total includes funds to replenish Pentagon stockpiles of weapons the U.S. sent to Ukraine, along with additional aid for NATO allies. Lawmakers will now have to cobble together legislation that passes Congress before money runs out for some key programs Jan. 19. Senate Minority Leader Mitch McConnell, R-Ky., said he was "encouraged" by the deal.
If lawmakers can reach an agreement on all full-year appropriations bills before 22 March as promised, the government will be funded through the fiscal year, which ends on 30 September. Appropriators will still have to finalize the text of the deal and Congress will need to pass the bills before the first government funding deadline on Jan. 19. The agreement is likely to enrage far-right House conservatives, who insisted on deep spending cuts and border restrictions as a price for their vote on a spending bill. On February 29, the House passed a short-term continuing resolution extending the funding deadline to March 8 for the first four appropriations bills in the November and January CRs, and to March 22 for the rest.[46] The bill passed the Senate as well on March 1, and was signed into law by President Biden later the same day.
The stopgap bill was part of a broader bipartisan agreement between all four leaders in the House and Senate. The deal also included an agreement on six of the twelve annual spending bills. The stopgap under consideration today give them until March 22 to finish work on the remaining six bills. Johnson said that while the “final spending levels will not satisfy everyone, and they do not cut as much spending as many of us would like,” they will help the government to continue functioning and prioritize “conservative objectives” as well as crucial policies included within the spending bills.
Dressed in military fatigues and boots, he urged lawmakers to keep funding his country's "war of independence" against invading Russian forces. The Senate majority leader, the Democrat Chuck Schumer, echoed Johnson’s assessment while acknowledging that another short-term funding bill would be necessary to prevent a lapse in federal funding. These absences and exits will make it tough for the Republican Conference to pass the spending deal without Democratic support, especially since hardline conservatives have voiced their opposition to any spending bill that doesn’t include hefty cuts. House Speaker Mike Johnson, R-La., Senate Majority Leader Chuck Schumer, D-N.Y., and House Minority Leader Hakeem Jeffries, D-N.Y., agreed on a $1.59 trillion topline for fiscal year 2024. This includes $886 billion in defense spending and $704 billion in nondefense, Johnson said in a “Dear Colleagues” letter, obtained by Punchbowl News. Senate Minority Leader Mitch McConnell, R-Ky., has also indicated he backs the deal.
Overall, the two spending packages provide about a 3% boost for defense, while keeping nondefense spending roughly flat with the year before. That’s in keeping with an agreement that former Speaker Kevin McCarthy worked out with the White House, which restricted spending for two years and suspended the debt ceiling into January 2025 so the federal government could continue paying its bills. The Senate voted 77 to 13 to approve a short-term spending bill that would prevent a partial government shutdown at the end of the day on Friday. The House passed the bill earlier in the day, giving Congress more time to finish work on long-term funding plans. “By securing the $772.7 billion for non-defense discretionary funding, we can protect key domestic priorities like veterans benefits, health care and nutrition assistance from the draconian cuts sought by right-wing extremists,” he said in a joint statement with Jeffries.
Shawn VanDiver, a Navy veteran and head of #AfghanEvac, a coalition supporting Afghan resettlement efforts, called it an “unequivocal win” if the legislation is ultimately passed. There’s no good reason for us to have one this week now that we’re getting very close to finishing the job,” Schumer said. House Republicans have been determined to end the practice of packaging all 12 annual spending bills into one massive bill called an omnibus. “We want to get it done before the government funding expires Friday,” Scalise said. The agreement speeds up the roughly $20 billion in cuts already agreed to for the Internal Revenue Service and rescinds about $6 billion in COVID relief money that had been approved but not yet spent, according to Johnson’s letter. In 2020, Trump repeatedly pressured then-Vice President Mike Pence to refuse to certify the electoral votes for President Joe Biden. Pence refused to do so during the Jan. 6, 2021, certification process, becoming a target of the pro-Trump rioters who attacked the Capitol that day. It also overhauls the federal Electoral Count Act, an 1887 law that former President Donald Trump and his allies sought to use to overturn the results of the 2020 presidential election that Trump lost. In addition to the Ukraine assistance, the measure provides $40 billion in new funding for states and tribal reservations to help communities nationwide recover from natural disasters, such as wildfires and major storms. The United States federal budget for fiscal year 2024 runs from October 1, 2023, to September 30, 2024. Emerging from a meeting with GOP colleagues, House Majority Leader Steve Scalise, R-La., said he expected legislative text to be unveiled Wednesday and a vote in the House to occur by Friday.
AP Washington correspondent Sagar Meghani reports the White House and congressional leaders say they’ve reached a spending deal that would avert a potential government shutdown this weekend. The action comes nearly six months into the fiscal year, with Congress still only halfway home in passing spending measures expected to total about $1.65 trillion. Lawmakers passed the first portion of spending bills in early March, representing about 30% of discretionary spending for the year. Now lawmakers are focused on the larger package and, in what has become routine, are brushing up against a shutdown deadline. Meanwhile, the White House showed appreciation for the deal reached on Sunday, which not only is the first step to avoid a government shutdown and protect national security but also falls in line with the spending levels both parties agreed upon last year.
US Congress leaders reach $1.66tn spending deal ahead of feared shutdown
But finally getting a spending bill that aligns with 2022 spending priorities, rather than last year’s, presents challenges of its own, considering how much time has already passed. The $1.5 trillion spending bill, approved almost halfway through the fiscal year, is expected to be swiftly signed into law by the president. Republicans crossed party lines to back what many viewed as must-pass legislation.
Senate passes $1.7 trillion government funding bill, teeing up House vote
Mr. Zelensky’s daring decision to visit Washington intensified the pressure to act on the measure, which includes nearly $50 billion in assistance to Ukraine. Funding previously would have expired at 12.01am on Saturday for roughly 20% of the federal government, and the remaining agencies only had enough money to last them through next Friday. If passed, the short-term funding bill, known as a continuing resolution, would mark the fourth such stopgap measure approved since September.
Speaker Johnson navigates 'mission impossible' to avoid shutdown, without clear plan
The House Freedom Caucus has already signaled they won't support the agreement, tweeting, "It's even worse than we thought. Don't believe the spin. Once you break through typical Washington math, the true total programmatic spending level is $1.658 trillion — not $1.59 trillion. This is total failure." Opposition from far-right Republicans means the legislation will likely need to pass with significant support from Democrats in the Republican-controlled House. The rivals each capitalized on splashy fund-raisers in the past month that brought in tens of millions of dollars for their respective campaigns. But Mr. Trump’s haul from an April 6 event in Palm Beach, Fla., will be reflected on a future filing. His campaign reported that it and the Republican National Committee raked in more than $50.5 million from the dinner, which was held at the home of the billionaire John Paulson. But Mr. Trump’s campaign is spending much less than it was at the start of the year, which has helped it inch closer.
It will bring funding in line with a deal that was made last year between President Joe Biden and then-House speaker Kevin McCarthy, The New York Times reported. While Biden said he’ll sign the bill package as soon as he receives it, time is running short. The House has a rule that lawmakers get 72 hours to review a bill before voting. “It will also allow us to keep the investments for hardworking American families secured by the legislative achievements of President Biden and Congressional Democrats,” Schumer and Jeffries said. “Finally, we have made clear to Speaker Mike Johnson that Democrats will not support including poison pill policy changes in any of the twelve appropriations bills put before the Congress.
Then, the Senate would act on the bill, but it would require all senators to agree on speeding up the process to get to a final vote before the midnight Friday deadline. Such agreements generally require Senate Majority Leader Chuck Schumer, D-N.Y., to allow for votes on various amendments to the bill in return for an expedited final vote. Schumer said Tuesday he was hopeful of avoiding a lapse in government services. With the possible release of legislative text late Tuesday, the House’s 72-hour rule means that chamber would not take it up until late Friday, just hours before funding expires.

Instead, the omnibus will deliver $728.5 billion — $32.5 billion more than Congress delivered in 2021, according to the Senate Appropriations Committee. The omnibus measure includes discretionary spending increases for both domestic agencies and the Defense Department. On the non-Defense side, the combined increases amount to a $6.7 billion plus-up, a figure that Senate Democrats noted was the largest increase in domestic discretionary spending in the past four years. If the House passes the bill, it will represent another significant bipartisan win for Biden, who has notched a number of legislative victories in the past year on bills that passed with both Republican and Democratic support. Some of the most notable were the Respect for Marriage Act, the infrastructure bill and the CHIPS and Science Act. The Fiscal Responsibility Act of 2023, passed in June, resolved the debt-ceiling crisis and set spending caps for FY2024 and FY2025.

In March, it spent just $3.7 million, the new filings show, compared with $11.4 million in January — and much less than the $29.2 million spent by Mr. Biden’s campaign in March. In other words, Mr. Trump’s campaign is guarding resources as it seeks to build a campaign war chest for the general election. The bill, which would provide nearly $50 billion in aid to Ukraine, now heads to the House for a vote where it is expected to pass before being sent to President Biden. "If Senate Republicans controlled this chamber, we would have handled the appropriations process differently from top to bottom," McConnell said Wednesday on the Senate floor. One provision in the bill would provide for 12,000 special immigrant visas for eligible Afghans who helped Americans despite great personal risk to themselves and their loved ones during roughly two decades of war in Afghanistan. Without congressional action, the State Department could run out of such visas by the end of summer, endangering thousands of Afghans seeking safety in the U.S.

It will also fund the departments of Health and Human Services, Labor and others. “This represents the most favorable budget agreement Republicans have achieved in over a decade,” Johnson writes. "This represents the most favorable budget agreement Republicans have achieved in over a decade," wrote Johnson. Democrats staved off most of the policy riders that House Republicans sought to include. For example, they beat back an effort to reverse the FDA’s decision that allows the abortion pill mifepristone to be sold in retail pharmacies, instead of only in hospitals, clinics and medical offices. Democrats also said the bill would fully fund a nutrition program for low-income women, infants and children known as WIC.
WASHINGTON — The Senate on Thursday approved a roughly $1.7 trillion spending package that would fund the federal government into next fall and send another round of financial assistance to Kyiv, a day after lawmakers welcomed President Volodymyr Zelensky of Ukraine to Capitol Hill. Work on the final spending bills hit a late snag around funding for the Department of Homeland Security, but the contours of that bill were resolved late Monday. With less than two weeks before the first deadline—and with the House and Senate still on holiday break—House Speaker Mike Johnson (R-La.) and Senate Majority Leader Chuck Schumer (D-N.Y.) announced they have agreed to $1.59 trillion in spending for fiscal year 2024.
Former President Donald J. Trump’s presidential campaign committee ended March with $45 million on hand, federal filings showed Saturday, as he tries to close the fund-raising gap with President Biden. The Senate voted 68 to 29 to send the legislation to the House, which is set to take it up on Friday. The Senate vote came one day after Ukrainian President Volodymyr Zelenskyy traveled to Washington and delivered a historic speech to a special joint meeting of Congress.
After meeting with Joe Biden at the White House on Tuesday, the House speaker, the Republican Mike Johnson, expressed confidence that members could reach an agreement and avoid a shutdown. WASHINGTON — Congressional leaders on Sunday announced an agreement on overall funding levels as lawmakers face a possible government shutdown. WASHINGTON (AP) — Congressional leaders on Sunday came out with a package of six bills setting full-year spending levels for some federal agencies, a step forward in a long overdue funding process beset by sharp political divisions between the two parties as well as infighting among House Republicans.

Los Angeles Haunted Hayride has over Facebook likes. What’s Halloween without a few good scares? The best haunted houses in Los Angeles run the gamut from homegrown horrors to big-budget amusement park productions—unsurprisingly, the home of Hollywood horror films takes its Halloween events very seriously. The 17th Door combines these two worlds, crafting a traditional group walk-through maze with some extreme scare elements and truly impressive tech and design. The result is one of the scariest, brutal, and fun haunted houses I have yet experienced.

The Scary Farm in the month of October generates so much activity it is responsible for nearly half the annual revenue for the whole park. Visitors formed a long line, with groups of about six herded through every minute or so. After signing cause-for-pause release forms stating that our survivors couldn’t sue should we die of fear, Register photographer Kevin Sullivan and I crossed the first threshold with a few other risk takers. Pre-show, the lobby bustled with sinister clowns, ghouls, zombies, indeterminable freaks and so on. The 17th Door creaked open its doors Friday night at the Tustin Market Place for the duration of the Halloween season. George Ma had no idea what he was really in for when he went out with his friends last Saturday night to begin their annual Halloween celebrations.
You go through the attraction in groups of 8 to explore the hidden scenes, intimate encounters and moments of fright. Opens late September and runs Thursday through Sunday nights in October. CREEP IS A FULLY IMMERSIVE, MULTI-SENSORY, WALKTHROUGH EXPERIENCE.

Pig demon Ian Blanco of Tustin usually wears cool clothes and works at a skateboard store. With tickets ranging from $25 to $40, the would-be prisoner receives a lot of quality haunt for a great value at The 17th Door. However, please be warned that you must be in excellent physical condition, and you would be well served to absolutely, positively wear long pants (trust me on this one). The theme for this year’s 17th Door is that of a jail.
The shooting victims are then moved to a different space where they get to shoot at the next group. There’s also a room where patrons are submerged in water and a gas chamber room that fills up with gas before a trap door suddenly opens and they’re dropped into a claustrophobic ball pit. Luther and her husband, who actually met at a haunted house, started The 17th Door after throwing the idea of opening their own haunt around for a few years. They decided that if they were going to do something, it would have to be next level, Luther said. If you are so scared that you have to shout the safe word to leave our Haunt early then we have done our job.
A. We do not recommend pregnant women go through the haunted house. We suggest you speak with your OBGYN/phsycian to discuss the situation. No toddlers or infants will be allowed entry.

On a busy Saturday night, with the attraction in full swing, diehard horror fans continued to brave what was waiting for them inside. Some even came from out of state to test their courage. Inside the prison, there’s a cast of 160 actors dressed as all sorts of monsters, mad clowns, and zombie-like prisoners like Cochino Carlos. A. Yes, the actors may grab you (but they won’t intentionally hurt you) and some things may fall on top of you. Once The Field Trip has concluded, all inmates will return back to the prison and will be ushered through a VIP entrance straight into The 17th Door maze experience to continue their sentence. Heinous crimes deserve a severe sentence at Perpetuum Penitentiary, the most horrendous prison.
